"Julian has been at the Asylum at Fulton for about 18 mo., until about the first of June last, he is now at Springfield, not improved, and I have but little hope he will recover."

Note
Note.  A published article, states: "Julian P. Massey died, crazed, in a Federal Prison."  Although we have found no confirming records, it seems not unlikely that his problems were war-related.

From this 1879 date until he died in 1912, we have found no records of Julian P. Massey.  But he appears to have been an inmate of the Fulton Asylum for the forty years from 1872 to 1912.
